Announcement on Implementing Stage V Vehicle Emission Standards

 

In order to implement the Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution, strictly control the pollution of motor vehicles and fully implement the "Limits and Measurement Methods of Emission of Pollutants for Light Vehicles (China's Fifth Phase)" (GB18352.5-2013) and " Emission standards for the fifth stage of emission and emission limits of emission-type and gas-fueled-type engines and automobile exhaust emissions (China Ⅲ, Ⅳ and Ⅴ phases) "(GB17691-2005) With the consent of the State Council, the announcement on the relevant matters is as follows:

 

First, according to the process of oil upgrading, the implementation of the fifth national motor vehicle standards.

 

(1) From 11 April 2016, 11 eastern provinces (Beijing, Tianjin, Hebei, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong and Hainan provinces) All imported, sold and registered light gasoline vehicles, light duty diesel passenger vehicles and heavy duty diesel vehicles (for public transport, sanitation and postal purposes only) shall meet the requirements of the national standard.

 

(2) As of January 1, 2017, all light gasoline vehicles, heavy diesel vehicles (passenger cars and buses, sanitation and postal purposes) that are manufactured, imported, sold and registered must meet the requirements of the State V standard.

 

(3) Since July 1, 2017, all heavy-duty diesel vehicles manufactured, imported, sold and registered in the country must meet the requirements of the national standards.

 

(D) Since January 1, 2018, all light-duty diesel vehicles that are manufactured, imported, sold and registered for registration must meet the requirements of the national standards.

 

2. Automobile production and import enterprises, as the main body responsible for the consistent management of environmental protection production, should release the emission inspection information and pollution control technologies of the production and import of motor vehicle models to the public according to the newly revised Law on Prevention and Control of Atmospheric Pollution and the relevant provisions Information, inspection before leaving the factory sales to ensure that the actual production and sale of vehicles to meet emission standards.

 

Third, the MEP, in conjunction with the relevant departments, shall conduct supervision and inspection on compliance with the environmental standards for motor vehicles in accordance with the law and punish those vehicles that do not meet the emission standards for new production and sales, and punish them strictly in accordance with the law; actively cooperate with relevant departments to step up fuel management for automobiles, Ensure fuel quality.

 

This announcement shall be implemented as of the date of promulgation.
